Special mention to David Leyonhjelm for his speech in the Australian senate today, declaring that the Tobacco Tax is not about health but about making money from those who should instead be enjoying the freedom to smoke.

Amazingly, he’s right! It is about money, the government has earned roughly $8bn in the last 12 months from the Tobacco tax. However, Senator Leyonhjelm ignored the actual cost of Tobacco use on the health system. In 2004-2005 it was estimated to cost Australia $31.5bn a year, Victorian Health have since estimated overall costs (including absenteeism from work) to be $5.05bn a year. Btw, ‘Economic cost’ in this context is a term representing ‘opportunity cost’, or money given up on an opportunity when it isn’t taken, so the Senator calling them explicitly ‘social costs’ is incredibly misleading.

The increase in illegal tobacco smuggling HAS increased, as the Senator points out, to 183 tonnes as of the latest Customs Annual Report. The increase was 3% from 2012-13, however, it fell 32% from 2010-2011 to 2011-2012

You may apologise to smokers all you want, but the fact still remains that the cost on all Australians of removing the Tobacco tax would be far greater than tax itself. The fall in percentage of smokers from 15% to 13% in roughly 3 years since the 25% excise rise means less Australians are having to suffer from the health impacts of smoking and it reduces the future economic cost on our health system.image
